Summary

Under the authority of the Jail Administrator, the Warden manages the County’s Cuyahoga County Corrections Center and Bedford Heights jail facilities. Determines the long-term direction of the regionalized County corrections system while delegating most day-to-day management responsibilities to associate wardens. Designs and develops programs and standardized procedures throughout the corrections system that align with the long-term strategy. Ensures proper compliance of prison and state regulations.

Essential Job Functions

The following job functions of this position includes but is not limited to: Develops policies and procedures regarding inmates within Cuyahoga County Correctional System. This includes standards of security employee and inmate conduct, operational and administrative procedures for the admittance, classification, housing and release of inmates, safety procedures, and proper documenting and monitoring of all legal and accountability requirements.

· Ensures information is properly interpreted and dispersed. Delegates day-to-day enforcement to Associate Wardens.

· Directs employee misconduct issues. Reviews investigative reports of routine cases. Conducts investigations on complex and highly sensitive cases. Modifies and approves recommendations from the Associate Warden.

· Directs formal inmate grievance and misconduct issues. Reviews investigative reports and participates in the investigations as needed. Makes policy and procedure changes as necessary.

· Confers daily with associate wardens regarding their daily walk-through. Reviews and approves recommendations regarding maintenance and repairs and various safety issues recommended by associate wardens.

· Manages various inmate programs, including work crews, educational and recreational programs, and rehabilitation and reentry programs.

· Manages the Cuyahoga County Corrections Center overall budget. Designs and implements processes for cost reduction. Makes one (1) to two (2) year budget projections based upon past spending and future needs.

· Oversees the maintenance of all administrative files, ensuring that all records are maintained in accordance with legal requirements and are functionally acceptable. Establishes and maintains a population accounting system, reporting statistical information to the Director. Collects inmate statistical information as required by State law, prepares official reports for the Director.

· Supervises reporting staff. Mentors, coaches, trains, and develops assigned team members. Sets goals, objectives, staffing and work standards, removes barriers to effective performance. Prepares work schedules for staff and assesses staffing requirements.

· Directs and coordinates the Cuyahoga County Corrections System Fire Safety Program. Ensures compliance with State and Fire Marshal regulations and proper collaboration with local fire departments. Oversees related drills and exercises.

· Coordinates inmate movement for court, transfers, and releases with various offices of the court.

Minimum Requirements

· Bachelor’s degree in criminal justice, public or business administration, behavioral sciences, or a related field or equivalent combination of education, training, and experience.

· Six (6) years of progressive experience working in a correctional facility environment with increasing responsibilities for multiple key areas of facility management.

· Four (4) years of supervisory experience for mid- to high-level employees.

· Prior experience managing a budget through at least one fiscal cycle.

· Preferred completion of the Ohio Peace Officer Training Academy (OPOTA).

· Demonstrate competencies in crisis management, fostering communication, client focus, improving business processes, conflict resolution, planning and organizing, and decision-making.

· Moderate, though not constant physical effort. Some combination of climbing and balancing, stooping, kneeling, crouching, and crawling. May involve some manipulating of 11-20 pound items.

· Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak. Must have agility to be able to move frequently throughout the work day. Ability to use a variety of law enforcement tools and equipment including various restraining devices.

Job Type: Full-time

Pay: $125,000.00 - $140,000.00 per year
